I watched it happen on the jet bridge to First and Business pax on my HKG-DFW and HKG-JFK flights over the past month, on different airlines. Local security personnel hand-searched all carry-on luggage and removed bottles of water, including brand-new sealed bottles. Several customers were not happy, having spend a pretty penny to buy water from a terminal vendor after security.
Liquid duty-free items were permitted through because they were in the special tamper-evident bags.
Duty free shops at HKG should start selling bottled water and putting the bottles in the special bags for those traveling to US/UK/AUS!
