During my tenure in the Foreign Service I handled plenty of VIP departures of Canadian officials on commercial flights from HKG, LGA, EWR and JFK. I can't speak to HNL, but at all of those other airports, Government VIP facilities included security screening facilities, which VIP passengers were required to clear before being driven to the aircraft.
