I would speculate that LHRSFO is not a route BA is keen to oversell because the demand is already somewhat in excess of supply this season.

Really all Y9 tells us is that revenue management would be happy to take your money for at least 9 seats in the Y bucket. It might be that the Y cabin is already oversold but revenue management have decided they would rather upgrade 9 people than let the plane go out with 9 empty business seats.
