My question is, with the 3x bag allowance in F on BA, is there any change to the 1x bag allowance for the hop in M on CX?

I would presume not, but I'm sure I recall reading a post that says on presentation of recent boarding passes, a oneworld group carrier will give you a more generous bag allowance or something... otherwise we are stuck with 1x bag each at 23kg for the whole trip.
No, there is no such policy to give a more generous allowance. In fact, even if you continued on BA on a separate ticket they would have given you the allowance for the separate ticket.
