I don't believe it is. No announcement to that effect is made (anymore?) and it is not enforced at all. In my experience, anyone forward of the exit uses the front loo, despite the curtain. I do have some sympathy for this, since the service trolley is usually blocking access to the rear for the first half of the flight.
