Once you have a CoE, visa issuing at an embassy is very fast.
It is also possible to do a change of residency permission from a tourist landing permit to a work status from within Japan without leaving the country. A CoE will make this process fairly fast too. It is not advertised that this possible, but it is very common and just involves a two visits to your local immigration office. Of course, you can't start work until the status is changed and you don't get a residence card until completed. Without a residence card, it might be hard to start things in Japan depending on the company you're dealing with, bank accounts, cell phone, renting etc.
