Not anymore, that change came into effect earlier this year after GoGo, SkySurf Canada Communications worked out an agreement for the leasing of spectrum. Terrestrial cell tower construction has been under way for a while now.
I had the chance to use the wifi on a recent Rapidair flight, Internet access speed wasn't all that great, fine for e-mail & FT though.
