Cabin Upgrade is what I used, as I used a GPU for the seat. I don't think it really matters though. I would expect them to recognize the error and complete the refund even for a full paid C ticket. Just point out in your explanation that the erroneous tax was applied to a full C ticket and not an upgraded ticket.
