That's odd then. Full fare Y and premium Y gets lounge access at certain airports, but that would not appear to be for H fares. Is it possible your A3 number is on the booking as well as your OZ number in the FFTS/FFTV fields? Does it say A3 *G on the boarding pass anywhere?
IME, ANA are always good at proactively offering lounge access to *G . They are usually explicit at which lounge they want you to go to though, presumably the one they have the best deal with. It isn't clear who pays any fees and these agreements seem complicated. But ANA are always happy to offer it even if they have to pay, maybe they recognise the custom *A loyalty brings them?
