Actually, the milepoint promo (which ended many months ago) was the cheapest at $49, but in terms of still-available ways to get Gold without stays, the Amex HH Surpass at $75 is cheaper than the Citi HH Reserve at $95.

(And, in case you missed it, Amex HH Surpass added Gold as an automatic feature of holding the card, no spend required anymore, sometime in the past year.)
