The OP says PHX airport. The majority of the airport hotels are located on or near a street named Van Buren that was known for prostitution and drug dealing. It was clearly visible in the past and I would not be surprised if this was done via a strong suggestion from law enforcement. Sadly at one point this was the "route 66" path through Phx and a lot of nice hotels were along this route and then freeways came and everything went downhill. I knew an owner of a hotel who sold his hotel over 6 times and had to keep taking the hotel back because the buyers could not keep paying the note.
