It's a system issue. Hopefully the LGA agent logged and reported it.

On an PDX-SFO-JFK itinerary, with previous sectors of HKG-SFO-PDX 2 days prior, the kiosk tried to charge us $400 for the excess bags, even though it should have been $200. The agent at PDX recognized the issue, and fixed it with multiple tappings on her keyboard.

On the outbound, UA rules would apply and you'll get 3@70. On the return, CA rules apply, which appears to be 2 for economy, +1 for *G, so you get 3. Unclear on the weight restriction.
