I would call the hotel directly because there might have been a misunderstanding.
My guess is that there might be some type of permit that a car service would need for picking up passengers at JFK, whereas anyone can drop a passenger off.
Also, I would imagine that not many NJ based car services would want to send drivers into NYC to wait for airport pickups.
