They intended to launch with unlicensed citizen drivers (and supposedly had recruited hundreds of them), but the TLC blocked them from using drivers who weren't TLC-licensed, and they scrambled to relaunch a week or two later. They probably didn't have time to do any serious recruiting of the TLC-licensed drivers.
