Most unfortunately, that is definitely not the case. I have had experiences to the contrary on a BA/LA connection and have family members who have even had experiences to the contrary on a BA/BA connection! Both cases separate tickets.

It is most definitely only a AA policy and not one which affects or would be systematically implemented by any other OW partner. They can occasionally be helpful as a gesture of good will (the same way I have had similar courtesy occasionally extended on separate reservations by airlines which are not even in the same alliance, such as separate DL-LH itineraries) but it is only a policy (publicised or not) for AA.
