According to DoT rules, shouldn't the inbound and outbound allowances be the same?
You would think so, but the rules seem to be you can take 2 free bags out of US, but only one coming back, if first leg to UA hub isn't on United.

my experience is there is absolutely NO consistency here on my 1k rules, third bag never holds and 2nd bag is luck. Flying into and out of USA on UA metal does get 2 heavy bags. However, when I fly AirNZ, NZ to Sydney to pick up UA metal. I am charged $100us for 2nd bag on NZ leg, no 3rd bag ever. Same is true when flying LH or BRU from Toulouse to pick up UA metal back to US.

But half the time I am not charged for 2nd bag in these cases because US gold gets 2 bags on return to US. So LH, BRU, ANZ and, even, TAP. This even when on 016 ticket, it states no second free bag on these legs.

It is always a lottery. Always maddening, essentually limits overseas trip to small KG limit and 1 bag.
