When are you flying? Usually "under airport control" relates to flights within 24-hours that have gone from res to the departing/managing airport for the airline's load management purposes: last minute seat assignments, opups and other functions that are manually monitored by the metal airline's operations centre. This also means that any changes or other matters can only be dealt with at the airport since airline res offices seldom refer/transfer public calls to these staffers.
