It's medical. TSA doesn't get to decide what is medically necessary, that's between you and your doctor. Not to say they won't try - many of them thing a TSA id is a medical degree.
I would pack them as you've indicated to minimize damage if something happens and in accordance with the airlines (there are limits on aerosols). If asked, just declare it as medication. They might want to swab the cans, but they are not allow to open sealed packages, etc. - you may need to escalate to a STO (3 stripe) or even the AFSDS (Assistant Federal Security Director, Screening).
