I might have echoed this way upthread (or perhaps on one of the external MS forums), but the Citi agent isn't doing any actual name/address verification with the name/address of the debit card. I believe they just do it for their own CYA purposes. Whenever I have called it, I always say I am the owner of the debit card regardless of which teen I am using.
Address does matter. I relocated a couple of months ago and the awful Citi website doesn't work for me, so I have to manually call in updates. I had some issues with reps who apparently are hard of hearing and didn't properly enter in my address change request or didn't do it altogether causing issues when I tried to use my teen cards after I updated the addresses on those for the parental account.
