I arrived in business class and I am United Premier Gold and I have a United Club paid membership and I was informed at the club that only passengers departing on an international ANA flight could get free lounge access.
The star alliance website already stated very clear that lounge access is for departing not arriving, so there is nothing to be surprised here. Not to mention this is also a 3rd party lounge, so they don't care if you have United Club membership card or a *G card anyway. All 3rd party lounges can only be entered thru either a lounge invite or a particular airline issued boarding pass.

International Business Class Customers

Customers have access to any Star Alliance member carriers' owned Business Class lounges.
Customer must present a boarding pass for travel in International Business Class on a Star Alliance flight
Customer must be departing from the local airport in International Business Class
Customers must be a revenue customer
Customer is not entitled to any guests

Star Alliance Gold Customers Travelling in Any Class

Customer must also present a boarding pass for travel on a Star Alliance flight departing from the local airport

Contract Lounges

Customer must also present a boarding pass for a Star Alliance flight departing from the local airport having a contract with the third party lounge

Paid Lounge Membership Customers are not entitled to use any contract lounges

Just because ANA has a lounge in SJC, it doesn't mean it is ANA operated, it only means it is the lounge which ANA is using, that's all. In a matter of fact, ANA has no lounge of its own outside Japan ! Again, this information can be obtained from the star alliance website's lounge finder option.

Since you are a UA flyer, you should know better NOT all lounges you use as a UA customer when flying UA are UA operated right ? Just for a few examples, TPE, SIN, DXB.

There is nothing about misleading, or causing a lot of frustration for both pax and lounge staff here, it is only you imply it wrong, and once again just like armagebedar had mentioned, unless the particular airline offers an arrival lounge, base on star alliance rules, all star alliance lounge usage are for departing but not arriving !
