Row 2 is still F, correct? If someone came up from Y to get their bags, that would be significant issue. But in the same cabin, there is no "space above seats X are only for X", IMHO. If everyone else in F boarded with the allowed amount of carry-on, used the space under the seats in front of them, and filled the bins before you got there - 6 pounds can't go into a 5 pound bag. Something has to be checked, and it's the last arrival.
Back in Y, I often have to go to the back and find space, and swim upstream on deplaning to get my bag. You're much better off with a gate check than having an FA help find you a spot above 31A.
