I don't think Hilton defines it. The hotels do. I have seen some hotels only listed handicap room as standard. By default, the accessible room option is NOT checked when you search for reward room. If you really see 14 types of room available for premium reward and not a single standard reward room, try checking the "accessible" room option and see if any standard reward shows up.
