The Mileage Plan earnings scheme says:



So, your flight number needs to fall withing the eligible flight numbers. The rubric states Q is not a miles-earning fare bucket within Argentina and Chile; it does not say it is ineligible for miles-earning transpacific or international. OTOH, Q is not one of the fares shown as earning in Economy at any time, so that probably means it is ineligible.

You should, IMO, call Alaska to determine if you will earn miles.
