Apologies for making a vague statement. It was a general comment towards some of the VVIP lounges in China.
Apparently I was wrong about V4.

I did some digging - the entry requirement is deputy minister level or equivalent, which includes officials from government, state-owned enterprise and etc, as well as members of Chinese Academy of Sciences / Engineering.

So yeah, essentially befriend a high ranking official.
