Perhaps, but whether BofA debit cards have offline PIN capability and whether BofA EMV ATMs have the infrastructure to support offline PIN changes (on other banks' cards) are technically completely separate issues.

BofA ATMs have to support other banks' ATM cards (on the same network, at least), including ones that have only offline PIN, right?
