Not sure what BoA's long term EMV plans are, but certainly with EMV ATMs and EMV terminals in-branch, they will have the infrastructure to support Offline PIN changes.
For some reason I really doubt there'll be any offline PIN capability for BoA debit cards. I'm thinking it'll be like the Schwab card: online PIN for US Debit and signature (with online PIN fallback) for Visa.
