They may fill it with connecting passengers at lower fares - the high minimum coach fare is probably only for the nonstop market.

edit: Oh, I see you're talking about one way; those are typically high because the passengers that need them really need them. But the connecting point also applies, they've got fares in the $400s YYZ-CLE-FLL or JHW-CLE-FLL on that day.
