Cheapest fare available is first class--likely to open coach fare buckets?

Hi,
I'm not sure if I'm asking the question the right way in the thread title, but here's my confusion.

I'm pricing out a one way flight from CLE-FLL on 12/19. The lowest price that comes up is $489, in first class (fare bucket A). When I search instead by "flexible fare", the lowest economy fare is $737, fare bucket M. I know seating charts do not always reflect availability, but 80% of the coach seats show as available.

So, for people who are more familiar with United pricing behavior than I am, my question is: Any guesses as to whether United will eventually open up lower coach fare buckets? Or can they actually fill the plane with the higher buckets?
