Is there base room availability (for paid bookings) for the dates that you are looking for (check if the lowest classification room available for your dates is the same as the lowest classification room available for a very slow time in the area)? If there is, then contacting CC customer service might get it opened up for awards, but if there is no base room availability, then the only people that could get an exception made would be the hotel themselves and there isn't likely much incentive for them to make such an exception.
