Vonage has something relatively simple like a call forwarding box where even aged great-grandparents can easily enter a new number or reactivate an old number for forwarding; but avoiding to have to re-enter numbers reduces the odds of mistakes.

Google Voice call forwarding is somewhat better in that regard since there are ways to avoid having to retype in numbers, but you said it wouldn't work in your situation.

If someone sets up VoIP.ms, seems like that would be the best course of the options mentioned in this thread.
