They're certainly not limiting pre-check to US citizens. While in line at pre-check last week at JFK, I was behind 20 people, none of whom were US Citizens, none of whom appeared to understand why they were in the pre-check line, and none of whom understood they didn't need to take off shoes, take out laptops, etc. I don't really understand the selection process anymore.
I've missed pre check exactly twice since getting global entry. I even know a felon (white collar) who gets pre check almost every trip.
To stay on topic, that seems really odd that there was no PA line. But I would not put anything past the TSA.
