At the risk of getting into TMI the reason women generally have to queue in busy places is because the men's loos offer urinals which allow a much fast throughput.

Put the same number of men and women through the same number of cubicles, and the difference is much less marked. Add in the fact that many women don't wear (much) makeup when travelling then fewer running repairs are needed than at clubs and pubs.
