That's my view aswell, purely down to the ratio of toilets to pax in each cabin, if J pax started using the W toilets that's even more pax making use of very scarce resources.
My thoughts too. Although I wonder if the issue here might be more to do with the instruction given by the CC being ignored by the passenger?
(No idea what BA's policy is on this - I'm sure someone can tell us?)
