I was in a 3 class 777 in J recently and needed to clean up before landing and all the J toilets were full. I wandered back through Y and there were plenty of free loos.

The CSM did ask me (by name) why I was all the way back here from J but did it with a smile and pointed me to a free cubicle so I wouldn't think that what the OP experienced is policy.
