For that matter I've been unable-- and please show me if it's there--to find a prohibition of "gift cards" in the T&C but I digress

T&Cs say " The debit card and/or the debit/payroll card must be issued by a U.S. financial institution or entity, as applicable." My Buxx card is issued by a U.S. financial institution and says "Debit" card on it. Why doesn't that meet the test of their debit card?
