This is on an XJ aircraft where they fly with 4 pilots and I don't think they have the bunk on XJ aircraft, so a second GF suite gets taken out of service for crew rest. Guess UA figured the cost of taking an additional GF suite out of service was less than building in a rest bunk.
The UA777 captain I spoke to said they all hate the 777 pilot bunk because it's so small. He said the 747 bunk was way better and he can understand how that can be used for pilot rest.
Obviously just one report from one captain so take it for what it is...
