It is open to the public, but I cannot imagine choosing to eat there if you didn't have to be in the building. As someone who sadly has eaten there many times, I don't think the view comes close to making up for the awful food.
My advice would be to eat somewhere else, then go to the Library of Congress Jefferson building for touristing if murals and fancy architecture are your thing.
