Counter Discount Program. Basically a negotiated rate, often established by agreements with businesses that rent cars frequently. As far as why you indicate business or leisure, the negotiated rates may or may not be made available to employees for personal use. If they are made available, the included items may be different. For example, I used to work for an employer whose negotiated rate included LDW for official business. You could also make use of a discounted rate for personal rentals, but LDW was not included.

You should 1) verify you are indeed eligible to use the CDP, and 2) state your intended use truthfully.
