I think restricting access so heavily and making the process so inconsistent risks alienating OWE's across the alliance... I think it shouldn't be an advertised benefit if it's barely available outside OW hubs, or in that case should be advertised as being offered at the hubs only...

I don't mind not having it for OWE at BRU, the queues for the other lanes are pretty much non-existent at all times. (One of the few places in Belgium with efficient infrastructure )
