Put simply there is no such thing as "transit" in the US. All I-I arriving passengers enter the US and then depart for their destination. There are various programs to expedite clearance for such passengers, but they should not be mistaken for the transit approach in use in Europe.

Eniterely possible your daughter's bag got transfered to YYZ.
