There's no reason AMS should have taxes that high, unless you're looking for an itinerary departing AMS and not returning from it, in which case Delta would be adding the international origination surcharge of ~$200.

Have you tried pricing your trip as a roundtrip from the USA? I'm able to price a sample SEA-LHR, open jaw, AMS-SEA all in the front cabin for the requisite miles + $64 taxes total.
Yup, I've done this a couple times - fly BE from the USA into LHR back from AMS. The fees are always ~ $100 total. I agree with the OP - LHR departure fees in BE are ridiculous.
