They do, by marking the flight as being cancelled because of of ATC imposed delays.

Different airlines have different priorities in which flights they operate. The airlines have a lot of options with regard to which tradeoffs they prefer (cancels vs delays, putting the burden on high frequency routes vs low frequency routes, etc). Operating a route on a day vs not across different airlines (your original post/complaint), in and of itself, means nothing.
