No idea, but I have an e-mail from them stating that the short haul (I assume based on your experience that "short haul" = S2S) policy is different to the long haul policy. It also apologises for the misinformation provided by the first call centre agent I spoke with (the one who told me I would get the business allowance regardless).

Worth noting that a kiosk tried to charge me the $75 initially, so clearly in the system I had no allowance until the upgrade was processed.
