We've discussed this over at the main meals announcement thread, and it hopefully is a glitch - we're still waiting for someone to confirm with an internal source at AA.

Edit: update in the main thread. The US Airways website shows meals on the exception flights, while AA doesn't. That most likely means it's definitely a glitch on the AA side, because the US Airways website accurately reflects the new policy (DCA-MIA shows as Refreshments all day, while ORD-DCA shows meal windows). So, possibly good news!
