The 2 Rouge 763s I've flown had power ports in Premium Rouge. They have regular outlets and USB ports. They are not obvious though - the regular power ports are on the front of the armrest. The USB port is on the side of the armrest in a little raised portion- you plug in towards yourself (this will all make sense when you see it).
