Smisek claims he tries to divert or cancel the typhoons, but he is just an overentitled CEO who sometimes overestimates his power.

Seriously, they will wait to see what develops, have an alternate flight plan, and if they takeoff, may not divert until in the air. Apparently the airport is still allowing flights to operate.
