The fact that people on the upgrade list have seat numbers which were previously open means nothing. The list shows current seat assignments - so people could have moved into those seats.
Let's be clear here:
- there was F=4 and there were 4 unoccupied seats on the seat map
- The last 4 seats on the upgrade list are the 4 seats that were open when F=4

For what its worth, as I always fly from LHR, when I upgrade it will *usually* cover 2 segments, and so the buy up to first option is usually disabled.
When F->0, the seat map showed sold out, so its reasonable to think that these seats were the last occupied.
