Montreal, Barcelona, Istanbul, Buenos Aires are IMHO, the best party cities around. Youthful population, reasonable alcohol laws, and a decent amount of budget tourism infrastructure combine to ensure a good time. Ibiza, Goa, and Bodrum are great if you're into trashed British girls. Las Vegas, Tokyo and the like move the cost way up!! Obviously YMMV.
