That's what I always thought, too. Not true?

A Gold friend of mine applied 15,000 points/miles to waitlist to F (from an H coach fare) on his flight yesterday from San Francisco to Chicago. The upgrade never came through. A week ago there were still 8 or 10 F seats listed for sale, and one by one during these past 7 days they disappeared. He ended up 6th on the upgrade waitlist.

How did this happen?

My friend commented that he was offered a $109 upgrade, which I would have paid but he preferred to apply 15,000 points/miles. Does United prefer to accept $109 rather than 15,000 miles (which to my way of thinking are worth more than $109). Or could 8 or 10 people have actually bought F seating in the past 7 days? I know it's SFO, a tough upgrade market, but still I would think those miles trump anyone's GPUs, right? Even GS.
