As the person checking is not Diamond, then they are not entitled to the Diamond benefits. However, depending upon the hotel, it may be worth telling them the second guest is a Diamond member to see if they will grant the benefits. I presume you mean free wifi and exec lounge access. Wouldn't expect them to get the additional points.
